Which money is open to your project

Grants and loans for hotels, restaurants and wineries, each programme with key data, deadline and source. We read the calls in the original and keep this page up to date.

Interreg South Adriatic, 4th call

For municipalities, tourism organisations and associations.

Eko-Fond, approval of contractors

The call to hotels follows, expected from January 2027.

Development Bank, credit line PRG-26-7

Tourism loans up to 10 million euros.

What we have learned

EU money rarely reaches the hotel directly

It flows through banks, the state budget, IPARD and partnerships. For a hotel this means that the funding often sits in a favourable loan, a credit on the loan amount or a grant paid directly to the contractor.

Calls are published in Montenegrin, often with short deadlines, and reward whoever is complete on the first day. Under IPARD III, 55 of 100 points go to the completeness of the documents alone.

Hotel energy-efficiency programme: the clock is already running

The Eko-Fond first approves the contractors, until 23 December 2026 at 3 p.m. Only afterwards can hotels apply, and an application without a quotation from an approved contractor does not enter the evaluation at all.

Anyone who only reacts once the call for hotels appears has to choose a measure, find a contractor, obtain a site visit, receive a quotation and gather every piece of evidence, all within a deadline that is already running.

The guide has six pages, every figure taken from the original Eko-Fond text: the eligible measures, the conditions including the hurdle of the 2025 annual result, two worked examples, all known deadlines and the documents you can already obtain today.

Hotel energy efficiency programme 2026 · Preparation round

Three to five hotels, ready on day one

By the end of November 2026 we will take three to five hotels into preparation. When Eko-Fond opens the call for hotels, expected from January 2027, your application will be complete. With a maximum of 50,000 euros per hotel, the budget of 500,000 euros covers around ten properties.

Who does which part

We prepare the investment plan and the application. Eko-Fond requires the energy audit, technical design and site supervision from a firm in the Montenegrin business register with an employed, licensed engineer.

Eko-Fond, hotel call 2024 (id=105); Energy Efficiency Act, Art. 30
Our contribution

We coordinate the work with an authorised engineering firm, chosen together with the participating hotels. You have one contact for the whole project.

Own share first, grant to the contractor

In the 2024 hotel call, Eko-Fond paid the grant directly to the contractor once the hotel had paid its own share. The hotel therefore does not pre-finance the funded part.

Eko-Fond, hotel call 2024; the 2026 call is still pending
Our contribution

We calculate the own share of at least 30 percent early and clarify where it comes from.

Grant and loan in the same hotel

Under SME Go Green, the same measure cannot receive a second grant. Separate measures, such as the building envelope through Eko-Fond and a solar plant through a loan, are assessed case by case. SME Go Green is currently offered through CKB and NLB, and the programme's consultancy is free of charge for the business.

SME Go Green Montenegro, written reply of 13.10.2026
Our contribution

We split the measures so that each carries exactly one form of support, and we prepare the meeting with the bank.

What we have asked Eko-Fond

In 2024, technical documentation and supervision up to 10,000 euros, the energy audit up to 5,000 euros and staff training up to 5,000 euros were eligible. According to a press report of 20 August 2026, technical documentation, revision and supervision remain eligible in 2026, while costs incurred before the contract with Eko-Fond are not recognised. We have asked when the call for hotels will open, whether the energy audit, technical documentation and supervision will again be eligible costs as in 2024, whether year-round operation and less developed municipalities earn extra points, and whether a bank loan may count as the own share.
